Larry was born in 1954. He graduated from Corona del Mar High School in 1971, and then from the University of California at Irvine, with a Bachelor of Arts degree in Mathematics in 1975.

Larry started work in the pension business as a plan administrator in 1976, working for CAI, Consultants and Actuaries, Inc. He then went to work for Western States PSI, followed by two years at Towers, Perrin Forester and Crosby (TPF&C). While at TPF&C he completed the exam and service requirements to become an Enrolled Actuary, receiving the enrollment in 1981. From 1981 until 1985 he worked at Century Pension Consultants, performing actuarial services and supervising other actuaries. During that time Larry became a Member of the American Academy of Actuaries (AAA) and a Member of the American Society of Pension Actuaries (ASPA).

In 1985 Larry Deutsch Enterprises (LDE) was founded, which provides both software and consulting services to pension consultants across the country. In 1997 Larry Deutsch’s Penguin Consulting and Design, Ltd. was founded for the long term purpose of having LDE provide primarily software services, while Penguin would provide the consulting services.

Over the years Larry has worked, in one capacity or another, on thousands of plans, ranging from single person plans to fortune 500 companies. He has also been called on as an expert on numerous occasions.

Starting in 1981, Larry has been a lecturer at conferences, as well as the author of numerous articles for professional journals. His appearances are too numerous to mention.

Larry has been involved in drafting comments on most major pension legislation and regulations in the last decade, including, most recently, comments on the proposed relative value regulations and maximum benefit limitation regulations.
